FEOC - AVL, Details, Examples

HDM can only accept FEOC compliant installations. Approved model #’s are required for all inverters, batteries, racking and in most cases modules.


FEOC Solar Installations - Two Possibilities


MLPE (Microinverters/Optimizers)
A solar installation using MLPE inverters (Enphase, Lunar, or SolarEdge) can use any panel on HDM’s AVL. The panel doesn’t need to be FEOC approved.

Tesla
A solar installation using Tesla as the inverter must only use FEOC compliant solar panels.

Other Options for Tesla Solar Installations 


In the case of a Tesla combo installation (solar + storage), you may choose to not fund the solar side of the deal and use HDM to fund the storage side of the deal.

Also for Tesla combo installations, you may install an AC-coupled system (use an MLPE inverter and feed AC power to the battery). Then the system is eligible to use any solar panel on the HDM AVL. 


FEOC Inverters - Limited to Approved Model Numbers


The updated AVL lists FEOC approved inverters by their SKU/model #.
Due to FEOC requirements, approved inverters are limited to these specific models.

Domestic Content Solar Installations - On New AVL


The Domestic Content materials are listed in-line with the other components on the new AVL.
In the right-hand column for each line item you’ll see: Domestic Content Eligible for modules, inverters and storage. 

To do a DC approved solar installation find an approved module, inverter and use any racking components listed. 


What about Racking? - FEOC and Domestic Content


Racking on all installations must now meet the requirements of HDM’s AVL. 

All racking listed on HDM’s AVL is both FEOC and Domestic Content Approved


FEOC Storage - Limited to Approved Model Numbers 


The updated AVL lists FEOC approved storage by their SKU or model #.
Due to FEOC requirements, approved batteries are limited to these specific models.

Domestic Content approved batteries are listed in-line with the others with Battery Domestic Content Eligible label in the right column.


Sign PFE Statement - To be M1 Eligible


In order for any EPC’s jobs to be eligible for M1 approval, your organization must sign a PFE statement. This doc states that your business is not owned by a Prohibited Foreign Entity.

What’s the Difference? FEOC / Domestic Content?


FEOC: Who makes it?
FEOC is a hard restriction focusing on who owns or controls the manufacturer and where their supply chain originates. FEOC standards qualify projects for the base incentive.

Domestic Content: Where is it made?
DC is a bonus rewarding US-made materials. Meeting DC requirements qualifies a project for an additional incentive.
